TLM Associates is a full service strategic planning and government relations firm representing a broad range of individuals, companies and associations. Our focus is on getting critical access to key government decision makers that will produce measurable results.
The firm works closely with New York City government but also represents clients before the State Legislature and State Executive Branch. We have developed relationships with senior decision-makers and elected officials through decades of combined experience both inside and outside government. Equally important, TLM Associates has a working knowledge of how, when and why government decision makers make policy choices. We also understand that success follows commitment and hard work. Thomas McMahon has worked in senior positions in New York City government for nearly twenty-five years. Most recently, he served as General Counsel to the New York City Council. Prior to that,(2002-2004), Mr. McMahon worked for the New York City Partnership and Chamber of Commerce as their Senior Vice-President for Government Affairs with responsibility for the business organization’s government affairs agenda in Washington, Albany and New York City. From 1989 through 1999, he worked at the New York City Council Finance Division, serving as Director of that office from 1994 to 1999.
Tom McMahon is an expert on the New York City budgetary process. His knowledge encompasses both the technical and political aspects of securing funding for clients. Mr. McMahon is also a lawyer with an in-depth understanding of New York City municipal law, the legislative process, and public finance. Mr. McMahon specializes in helping our clients understand the bureaucratic and political requirements that must be met in order to achieve the results the client desires.
Mr. McMahon’s reputation for honesty and candor precedes him, which means that he is respected by elected officials, agency directors, labor leaders, and the business community. Mr. McMahon has spent a lifetime building relationships in New York City. His extensive list of contacts enables him to bring almost any issue to the attention of the appropriate person for a prompt and serious hearing. He understands how to communicate with decision makers and frame the issues under discussion in a way they can relate to.
Jean Kim is an experienced veteran of New York City politics. .That background is the key to her success. She has experienced, and thus understands, the political world from the perspective of a campaigner, a union organizer, and a businessperson.
This unique blend of expertise means that she has extensive familiarity with the viewpoints of many different stakeholders. Her broad vision provides her with the ability to identify, and then communicate with all the different types of decision makers and interest groups one must win-over in order to be successful in the highly competitive world of New York City politics.
Pablo Zangerle joined TLM Associates full time in December 2012 as the firm’s Chief Financial Officer. Utilizing over 25 years of experience in finance and budgeting, Mr. Zangerle has developed and implemented the financial management systems to promote the firm’s growth going forward. In addition to managing the firm’s finances, Mr. Zangerle has client responsibilities in the technology, economic development and not-for-profit sectors. Mr. Zangerle has a deep understanding of the New York City budget process including identifying funding opportunities and navigating funding mechanics. Mr. Zangerle also brings an in-depth understanding of available economic development incentive programs and tax policy.
Before joining TLM Associates, Mr. Zangerle was the Chief Financial Officer of the Brooklyn Chamber of Commerce. In this role, Mr. Zangerle was charged with the oversight and planning of the Chamber's finances with the goal of providing the financial resources to enable the organization to grow and offer new and enhanced services to its members. Prior to the Brooklyn Chamber, Mr. Zangerle was the Deputy Finance Director for revenue at the Finance Division of the New York City Council where he worked for 18 years. Mr. Zangerle was responsible for revenue forecasting, budgeting, tax policy and economic development policy analysis.
Ian Riley has been at TLM Associates since 2008. During that period he has developed a comprehensive understanding of the NYC Council. Ian utilizes this expertise to help clients devise and execute strategies to achieve their budgetary and policy objectives. Ian possesses a thorough understanding of the City Council’s legislative, policy, and budgetary processes, as well as knowledge about the political dynamics of the NYC Council.
Ian’s responsibilities include monitoring all city council legislation, hearings, budget deadlines, and press events, creating and implementing strategic plans on behalf of TLM’s clients, advancing TLM clients’ budget requests and legislative/policy agenda, and managing clients’ compliance with all NYC Clerk lobbying regulations.
Sharada Polavarapu is a Senior Associate at TLM Associates. She offers government relations services to clients in corporate, technology, and non-profit sectors. Previously, Sharada worked for then-NYC Council Member Bill de Blasio, and was the political director at the NYC Central Labor Council, AFL-CIO.
Sharada began working for now-Mayor Bill de Blasio in 2005, managing the Council Member’s schedule and operations out of his city hall office. In 2006, Sharada served as the Council Member’s legislative director, taking on responsibilities in the areas of policy, legislation, land use, and budget.
