New York City Wireless Communications Network

Northrup / Grumman

TLM Associates was instrumental in helping Northrop Grumman secure a five year, $500 million contract to create, implement, and maintain New York City’s first Citywide Mobile Wireless Network. Northrop Grumman was awarded the contract in September of 2006. Although Northrop Grumman was the most qualified company in terms of technical and managerial expertise, they needed assistance in accessing the relevant decision makers and communicating with them. Being the best in one’s field is not enough.

Rehabilitating Affordable Green Housing

Enterprise Community Partners

TLM Associates helped Enterprise Community Partners obtain $3.3 million in Green Communities Funding from New York City in 2007. TLM Associates engaged in a broad and rigorous educational campaign in order to inform various City Council Members of both the good work Enterprise had previously done in the community and the potential environmental and financial benefits that would accrue if this funding was provided.

Affordable Home Ownership

In 2008, certain New York City neighborhoods were facing a foreclosure crisis. TLM Associates worked with the Housing Partnership Development Corporation on a solution that would help address the problem. The idea was to create a fund to buy homes in foreclosure, rehab them and offer those homes for sale to qualified families.

Through conversations with the Department of Housing and Preservation and Development (HPD) and the City Council, TLM Associates was able to demonstrate that the Housing Partnership was the right organization for the job. Potential is not enough in the world of New York City politics. An organization also needs to be granted a number of serious hearings so that they can explain their unique qualifications to the proper officials. Only through such hearings and meetings is an organization granted a legitimate chance of securing the funding they need to demonstrate their capabilities through action.

Job Creation

TLM Associates provided the Greenpoint Manufacturing and Design Center with the strategy that enabled them to secure $4.2 million in City Council funding in 2007. GMDC is the only not-for-profit industrial developer in New York City, a pivotally important fact which TLM Associates stressed in the meetings it arranged between GMDC and important government decision makers.
